A 55-year-old man, Frank Smith, has been issued a Criminal Behaviour Order (CBO) for persistent antisocial behaviour in Ashford, banning him from the High Street for three years.

Smith repeatedly ignored warnings about his excessive public drinking and gathering in large groups in the town centre. Despite being issued several Community Protection Notices (CPNs) by police, which prohibited him from drinking alcohol in the town centre and being rude and abusive, Smith continued his disruptive behaviour.

In February 2024, Smith was convicted of affray, and in July 2024, he admitted to common assault and harassment following an incident at Tesco Express. After his arrest for breaching a CPN on 4 September 2024, officers successfully applied for a CBO, which came into effect on 19 September 2024.

The CBO prohibits Smith from being drunk in any public place, having an open container of alcohol, and being in a group of more than three people. He is also required to engage in an alcohol rehabilitation programme. Breaching the CBO is a criminal offence, and Smith could face re-sentencing if he fails to comply.

“Everyone has the right to feel safe in their community. Antisocial behaviour disrupts this, making life difficult for residents, visitors, and businesses. Smith ignored numerous warnings and opportunities to change his behaviour. The CBO makes it clear that such conduct will not be tolerated. We encourage anyone experiencing antisocial behaviour to report it so that we can take robust action.”
