The Office for Nuclear Regulation (ONR) has served an enforcement notice to Nuclear Restoration Services (NRS) after finding significant fire safety deficiencies at the Dungeness A nuclear site. The notice mandates immediate action to address shortfalls at the Fill House facility, a key waste retrieval plant on the decommissioned site.

The ONR, the UK’s independent nuclear safety and security regulator, conducted an investigation that identified a series of failures in critical safety areas:

  • Risk Assessment: The fire risk assessment for the Fill House was deemed inadequate, failing to properly identify and evaluate fire hazards.
  • Firefighting Arrangements: The site’s fire prevention, control, and response systems, including equipment and procedures, were found to be insufficient.
  • Fire Detection: The facility’s fire detection systems were determined to be unreliable, compromising the ability to provide early warning in the event of a fire.

It means NRS is now legally required to rectify these issues. The enforcement notice compels the company to overhaul its fire risk assessment, upgrade firefighting equipment and procedures, and enhance its fire detection systems at the facility.

The Dungeness A site, a former Magnox power station that stopped generating electricity in 2006, is currently undergoing decommissioning. The Fill House facility is central to this process, responsible for managing and retrieving waste. The ONR’s action highlights the rigorous safety standards that must be maintained throughout the entire lifecycle of a nuclear facility, particularly during the complex decommissioning phase. The notice serves as a strong reminder to all nuclear operators of the paramount importance of robust safety protocols in areas with heightened risk, such as waste management plants.
