A landlord in Ashford, Mr. Fayez Noor, has been ordered to pay a £12,500 financial penalty by the Upper Tribunal after he was found to be illegally operating an unlicensed House of Multiple Occupation (HMO). Ashford Borough Council reported that the fine reflected the seriousness of the offence, the high risk of harm posed to tenants, and the landlord’s lack of cooperation.
