Dover District Council (DDC) has unanimously approved a plan for a major overhaul of local government, backing a proposal to create four new, unified councils across Kent and Medway.

The decision supports Option 4b, a four-unitary model that would merge all current council services—like education, social care, housing, and waste—into single, streamlined authorities. This change replaces the existing split between Kent County Council (KCC) and district councils.

Dover’s preferred option would see a unitary council formed in East Kent, covering the Dover, Canterbury, and Thanet areas.

Council Leader Cllr Kevin Mills called the preferred option the best way to deliver a “one-stop shop” for the public. He stressed the goal is better service, not just savings. “A four-unitary model will ensure that we’re not too big,” he added, citing the strong existing ties between the East Kent communities.

All Kent and Medway councils must finalise their business cases by November 28, 2025. The government will then consult with residents before making a final decision in the summer of 2026.
