Folkestone & Hythe District Council has joined a growing wave of local authorities demanding real change from central government, throwing its vital support behind the Climate and Nature Bill (CAN Bill).

The grassroots movement Zero Hour is spearheading the push for the Bill, which they describe as a science-led blueprint designed to face the full, terrifying extent of the climate and nature crises as a single, indivisible emergency. Unlike current, fragmented policies, the CAN Bill commits the UK to legally binding targets, including:


  • Fair and Full Emissions Cuts: Ensuring the UK’s greenhouse gas reductions are aligned with the global goal of keeping heating to 1.5°C.
  • Nature Positive by 2030: Establishing a legal obligation to halt and actively reverse the destruction of nature and biodiversity loss by the end of the decade.

This pivotal endorsement places Folkestone & Hythe alongside almost 400 other councils—the heartbeat of local democracy—and nearly 200 cross-party parliamentarians who are uniting to make this essential legislation a reality for a liveable future.

Cllr Stephen Scoffham – Cabinet Member for Climate, Environment and Biodiversity, – said:


“Experts know we urgently need to protect our natural environment and safeguard future generations. It’s important, especially now, to listen to the science. The bill has provision to halt wildlife decline and enforce the government to develop a meaningful strategy that gives us all the best chance to avoid the worst impacts of climate change. It’s only right to support the Zero Hour campaign.”
