Minutes of an Extraordinary Meeting of HAWKINGE PARISH COUNCIL held on 28th June 2006 at 7.30 pm in the Village Hall

Present: Cllr. Callahan (Chairman)
Cllrs. Avery, Hodgson and Trice

In attendance: Mrs Hardy (Clerk)

313 Declarations of Interest

There were no declarations of interest.

314 Village Hall Car Park (min. 307)

The Chairman stated that at the Council meeting held on 14th June 2006 it was resolved that an extraordinary meeting would be called to consider the H&S Report on the village hall car park. 

315 Pathway leading from Heron Forstal Avenue to Canterbury Road

The recommendations in the H&S report were considered.
Cllr. Trice stated that in his view it was not necessary to continue the footpath/cycleway built by SDC because a footpath already exists.
Cllr. Avery produced a plan showing his proposals that would seal off access to the car park from the footpath/cycleway in Heron Forstal Avenue. A pathway would be constructed along the boundary to join up with the present one that passes behind the village hall. 
It was Resolved that a new pathway be built within the car park connecting the existing pathway to the Heron Forstal Avenue footpath/cycleway. It will be sited along the boundary and the decision as to which side of the tree line it is built, will depend on costs. (prop. Cllr.Avery, sec. Cllr.Trice) Votes: all in favour

316 Fencing

Cllr. Avery’s plan showed fencing starting at the footpath/cycleway Heron Forstal Avenue sealing off access to the car park running along inside edge of the new footpath and the existing footpath to the village hall building. It was proposed that a gateway into the car park be sited where the present toilet block base path is. The car park will be completely closed off. A chain link fence is proposed subject to cost.
It was Resolved that fencing be erected at the footpath/cycleway Heron Forstal Avenue sealing off access to the car park to run along inside the edge of the new footpath and the existing footpath to the village hall building. A gateway into the car park will be sited where the present toilet block base path is. Subject to cost a chain link fence will be erected. (prop. Cllr. Avory, sec. Cllr. Trice)
Votes: For 3 Against 1 Abstentions 0.


317 General Matters

(a) Signage in the car park
A sign at the end of the footpath/cycleway Heron Forstal Avenue to read “Only pedestrians may use the pathway”. At the entrance in Canterbury Road a sign to read “All pedestrians must use the pathway” and “Route to the Community Centre and Post Office”. 
(b) Nuisance caused by Vehicle Fumes
To comply with a recommendation by the Environmental Health Officer, SDC, (letter dated 28th February 2006) a sign will be placed in the car park “All drivers must switch off their engines on parking”.
(c) Lighting
The proposed arrangement with the Village Hall Management Committee to erect lights on the village hall to light the pathway will go ahead.
(d) Car Park Maintenance
The Parish Council will monitor the surface and fill in potholes as and when required.


The meeting closed at 9 pm
